Is there an STI risk
My partner says he has not had sex in 2 and a half years and his last relationship was monogamous. Assuming he is telling the truth, which I believe he is, would it still be possible for him to transmit an STI?

If someone has an STI, it is possible to transmit one. And the only way any of us can know if we do or don't have any infections is through testing. Not being with someone for years doesn't make STIs go away.
If you want to reduce your risks of STIs with this partner or any other, the way to do that is by using barriers (like condoms), and by both of you being regularly tested (for most people, once a year).
