Me and my partner we’re getting close to each other whilst I was on my period 4th day into my period
I touched his peinis and it wasent wet he had his boxers on but the peinis was out of his boxers

I had my knickers on and a sanitary pad on he was attempting to rub his peinis on me whist with my knickers on and then he kinda touched me with his finger for only less than a minute.
Can I get pregnant with this type of intercourse

In order for there to be a risk of pregnancy, there has to be direct contact between genitals. Direct means no barriers, like clothing, are present. So, the scenario you described does not pose a risk.
