I like this guy in my class, and I was wondering if I should tell him that I like him, or should I just be friends with him.

Hi shysinger, and welcome to Scarleteen!

If you've got a crush on someone, the way to find out if they feel a similar way (or are at least interested in getting to know you better) is to ask them. If you're interested in this person, would you feel comfortable asking him out? Or are you thinking you'd like to get to know him better before asking if he's interested in dating?

Well, he doesn't even know that I exist, so maybe I should get to know him better. I just don't want him to ignore me because last time I asked a guy who I wanted to be friends with he ignored me.

I think taking some time to get to know him better sounds like a great idea! There's really not a way to know if he'll be receptive to becoming friends or not, but I think starting out by trying to initiate some conversations with him and seeing how well you get along if you talk a bit more is a good step, and maybe less intimidating than directly asking him if he wants to be friends.
