Hi CatMatRat99!

I'm not sure I fully understand your question here. If you're asking if it's o.k. to masturbate and then stop before orgasm, yes, that is not harming you although you may find it uncomfortable due to blood that pools in the genital region from sexual arousal or stimulation. However, with time that will lessen and everything will return back to normal. Is that the question you had or is something else making you concerned?

It's perfectly normal to be curious about masturbation and about your body in general, that's why Scarleteen exists! If you're wanting some more in-depth information we have a great article that goes over the basics of masturbation: Going solo.

Hi CatMatRat99,

One possible reason is that the body parts generally used for masturbation are really, really sensitive, and sometimes people fine that even though that stimulation feels good, the level of sensitivity also means it feels intense to the point that they need to pull back from it.
