No. Sometimes the penis doesn't matter when breaking the hymen. By the time we reach puberty, our hymen (also called the vaginal corona) has already begun to wear away. If it didn't, it would impossible for our menstrual blood to exit the body. A lot of hymens can wear away through nonsexual means. This could include tampon insertion, horse or bicycle riding, dancing, gymnastics and other strenuous exercises. In fact, the idea of "breaking" the hymen is inaccurate, because it's not the brittle membrane people once though it was. Instead, it's made of thin folds of mucous tissue that can stretch rather than break. But yes, some hymens can rupture during insertion of an object (that includes insertion by a penis, fingers, toys, tampons, etc.). Since ruptures have more to do with someone feeling tense or nervous, or not having enough lubrication, a penis of any size could techincally cause a rupture.

Sometimes, albeit very rarely, the mucous tissue folds may cover the entire vaginal opening. This can be a problem if a person wants to use a tampon or if they are having trouble having sexual intercourse. If this is the case for you, you can see your gynecologist, and they can perform a procedure to open the vaginal corona.
