Hi Chacha,

Unless a person ejaculates on a hand and then deliberately and immediately places that ejaculate in the vagina, semen on a hand does not pose a risk of pregnancy. You can read more about why that is here: Human Reproduction: A Seafarer's Guide.

So if some one wipes there hand on tissue and rubs vulva there is no pregnancy risk?
