okay, one of friends (i'll call her "Jane") has another friend who's a girl. They have been friends for a while, and just recently, Jane's friend told her she was bi and that she liked her. Jane doesn't know how to act towards her...she's fine with her friend being bi but she doesn't like her back. How can she handle this?

Quite simply, the same as she would if the friend were male.

Well, Milke is right.

I fail to understand what sexual orientation has to do with this. Just tell Jane to tell her friend that she isn't interested in her for whatever reason she might have.

Easy eh?
