You say you're not ready. That, right there, and all by itself, is really clear. When someone doesn't feel ready, they are very unlikely to have a good experience.
It also sounds like most of this isn't about something you thought you also wanted, but only in response to what this friend has said HE wants from you, to you. Do I have that right? If he hadn't been asking any of this, was being sexual with him something you yourself have wanted at all?
Just because someone asked us to be sexual with them doesn't mean we should be or that it's right for us. In your life, you're likely to have people ask or suggest sex with you to you: you probably will not want to have sex with all of them, and choosing to be sexual is about much more than just what someone else wants from us.
There's no right answer when it comes to if sex is or isn't right if people -- women or anyone else -- do or don't have romantic feelings. There's just what a given person thinks they really want and think would be best for them.
So, what do YOU want? What do you think would be best for you?

Then there you go! That's what you stick to.
Sex with someone else isn't just about them, after all. It's also about you. If they aren't down with that, you can know they would have been a really lousy person to have sex with anyway.
