So me and my bf were messing around. We have abstained from sex because I get paranoid a lot. Now an incident happened today where we were making out...he had taken his boxers off coz I was going to give him manual sex...we were close to each other and the tip of his penis touched my labia majora...but midway. Not all the way down to the opening. It didnt seem wet at the time but I dont know. He wasnt rubbing it or anything. I was wearing only a thong and my labia majora was kind of out...he sort of just placed it there for I would say 10 seconds. Should I take plan b?

According to the article Since his penis directly was on my vulva even if it just touched it...Its still genital to genital contact...I'll take the plan b. I'll be more care full next time. Thanks!

Yep, you're right that it's a risk, so it's recommended that you take Plan B.
