OK,so the other day I was with this girl.I had pre cum or sweat on my penis because we were both in clothes, so I touched her vagina ,I didn't Insert my finger I just touched the vagina?her period was normal the day she expected to be(it was 2 days before her period.can she get pregnant?(it was like a drop of pre cum)

Right, and that link has a statement right at the top that says that for activities where there CAN be fluids - including pre-ejaculate - we account for that.

So, when we say fingering poses low to no risk of pregnancy, that includes if and when there may be fluids present.
