Is it possible that a guy that touched his pre-cum, then 10-20 minutes later when he touched his penis to show it was dry, then with his DRY hand touched a girl with her underwear on and is a virgin, make her pregant? No, there is no risk to this activity.

Just a "for what's it's worth" if someone isn't sure what's on their hands, hand-washing or using baby wipes can relieve a lot of the uncertainty.
