Yesterday my boyfriend and I had oral sex. After he came, the semen went everywhere including all over my hands. After it was over, I went to the bathroom to put a tampon in as I am on my period, I did wash my hands, however, is it possible that I may become pregnant? Also, my boyfriend fingered me through underwear and may have had some sperm still on his fingers, Is this a risk for pregnancy as well? Does being on my period increase the risk for pregnancy?

You washed your hands: that takes care of any semen on the hands.
As well, for the manual sex where you had your underwear on, that is well more than enough of a barrier for trace amounts of semen.
And being on one's period doesn't increase pregnancy risks: it's STI risks which can be increased at that time.

Sperm aren't really superheroes, they're pretty delicate things. So they wouldn't survive a handwashing, and they wouldn't survive being on a dry hand rubbing against underwear, either. I'd say you have no pregnancy risk here.
