My girlfriend and I had sex on tuesday the condom broke so I bought her plan B. Ok my question is the day after that we had unprotected sex after she took the second pill. I did not cum inside of her. is their a pregancy risk?

Yes, there is a pregnancy risk- emergency contraception works after the fact, not before. Unfortunately, if she does not want to become pregnant, she will need to take EC again.
Is there a reason why you guys had unprotected sex right after taking EC? All unprotected genital contact presents a pregnancy risk.
[Edit: too, if this happened on Wednesday, as I think your post says, EC is only effective 120 hours after a risk, so if she wants to get it again, she's gotta do it by tomorrow.]
