I was reading through your articles and came up with a question. The article says that dry sex doesn't pose a risk if one or both are fully clothed. So what if a girl had on panties and the boy had on just athletic shorts and nothing else, and he leaked semen, would that be a pregnancy risk? Would that count as Fully clothed? I'm just trying to understand what situations fall under what's stated in the article

That would count as clothed and pose no pregnancy risks.

So it doesn't matter how many layers, just as long as there is clothes. Like say one person just had on underwear
