i've read article on scarleteen that mention if we doing dry sex with fully clothed or one of us are fully colthed there are no pregnancy risk .
what if both of us are naked on top but both of us are wearing pants. is it still no pregnancy risk ?

Fully clothed refers to having clothing on the parts of the body that would be involved in making a pregnancy happen--specifically, the genitals.
So no, one or both partners wearing pants but no shirt does not pose a pregnancy risk.

ok , so there's absolutely not a pregnancy risk if one or both of genital are covered in clothes even there's ejaculation . it's still no pregnancy risk.
