I read that precum/ejaculate cannot get through clothing, but I always wonder, when you guys say that on here, does that mean underwear counts? Like if a guy rubbed against a girls naked vulva while just wearing underwear that could have precum on it, or ejaculate, would it pose a risk?

Even one layer of fabric counts as a barrier. The only exceptions would be something that is more like mesh than cloth, or a thong that could get pushed out of the way during rubbing so that there was contact between bare genitals. But standard guys briefs or boxer shorts count as a solid layer of fabric.

I keep reading different things. I'm freaking out because a few times I've rubbed up against my boyfriend while kissing, he was wearing shorts and underwear and I was wearing shorts and underwear, but I am ALWAYS wet. And a few times I've been places where there isn't toilet paper (awkward I know) so I end up with wet pants. Is there a possibility of sperm transfer because my clothes were soaked through, if his clothes were mostly dry? Like, hypothetically, if we were dry-humping, would me being wet with urine/vaginal fluid allow sperm to pass through even if his panmts weren't soaked. I guess I'm worried I could get his pants so wet from my own fluid that it would make it wasier for sperm to pass through.

It doesn't matter whether the clothing is wet or dry. As long as there is no direct genital contact, there is no pregnancy risk.

thank you! also, I read in "misconception mayhem" that sperm cannot survive mouth to mouth to genitals. what aout mouth to genitals? if it was transferred soon after?
