I am sure I get what you are asking.

The meatus is the urethral opening of the penis, so not something we can compare with the clitoris.

Rubbing against the urinary opening, period -- rather than lighter stimulation -- in someone of any sex or gender, is something most people will tend to find uncomfortable rather than pleasant.

Everyone's mileage varies, of course, which is why with this, like with anything else, your very best bet is to simply communicate with a partner and ask what they like and don't like. That's how, and is the only way how, we all learn what every partner we'll have likes and doesn't.
