When is the most safe time to have sex without getting pregnant??

When you are correctly using a reliable method of birth control.

Here's the thing: Unless a woman has regular cycles and has been charting her basal temperatures and cervical mucus for a while, she won't be able to accurately predict her ovulation date. Even then, menstrual cycles can be irregular, especially for teens, and so there is always room for error.

Thus, it's best to ALWAYS assume that there could be a risk for pregnancy, and to take precautions accordingly.

thanks...i always thought it had a specific time wen u can know for certain that u cant get pregnant

If you have regular periods and have been rigorously charting things like your basal body temperature and cervical mucus you might be able to determine when you ovulate and then use that to determine when you're less likely to get pregnant. It's called the Fertility Awareness Method (FAM) and requires a great deal of work and even then isn't perfect.
