umm ok, when i masturbate can other people smell it?

Masturbation itself does not cause your body to release any sort of odor, nor does it change the odor of your vaginal discharges. So, no, there's no reason anyone would be able to smell anything to signal you were masturbating.

The reason you may notice a scent when you masturbate is simply because you're much closer to your own body than anyone, and you're usually going to be much more seneitive to your body's own scents.

i kinda understand and i kinda dont. i mean it seems to me that anyone can smell it, like its kinda strong

Again, it's likely that you're a lot more sensitive to the scent of your own vaginal discharge than anyone else is. Also, obviously you're closer to your own body than anyone else, which is another reason our own scents are much more usually noticable to us than anyone else.

If you're concerned that the scent of your discharge may be stronger than it should be, you can always speak to your gynecologist, but I'd highly doubt that anyone can smell it but you.
