Yes, in the United States you have to be over 18 to buy sex toys such as vibrators. Depending on how strict a place is, they may or not require ID verification.
However, there is no age restriction on buying safer sex supplies such as condoms, dams, or lube.

Generally to buy a vibrator from a sex shop, or through an online catalog, you need to be either 18 or 21, depending on the policy of the company/laws.
IRL, respectable shops will check IDs if you look anywhere near the age division. Online, usually checking your credit card information suffices.
