I have these small spots on my arms (something like rashes) but I don't think they are...they're something like goosepimples that never seem to go away...does anyone know what they are?

upper arm, kinda red? no pain or itching? then it's likely to be keratosis pilarsis (as my dermatologist calls it: chicken skin) it's common, harmless, and goes away with good exfoliation and moisturizing.

HOWEVER, to be sure, ask your doctor what they are. If they change, definitely have them looked at.

Exfoliation might help (if you can't be bothered buying a product for the purpose, you can just use a bit of sugar with a dab of water in it), but that's all I'm aware of that you can do at home.

I have the condition on my upper arms. It gets worse in winter with the dry weather for me and nothing seems to help over those months. Now that the weather is warming up, I use a no-name brand body butter and it's helped a lot. I can't even see them right now as I sit here typing. I also exfoliate once every couple of weeks with a body scrub.

I don't find them to be bothersome. I only actually put the moisturizer on, because it's still a little dry out and I like to feel soft.
