I don't think there's any one brand of condom which would universally be rated as "the best" - different people have different preferences. But the Safer Sex & Birth Control FAQ has links to lots of threads on recommendations, safety ratings and opinions on different brands and types of condoms. I think the "best" condom is the one that you and your partner(s) agree fits them well, feels comfortable during sexual activity, doesn't break easily, goes well with a nice water or silicon based lube, and is easy to get and put on.
And that might be different from person to person -- one of my partners really loves Kimono Microthins, while another one likes Durex ones, and still another one likes Inspirals because they have a slightly bigger ring size that he finds more comfortable.
