At the moment there is quite a furore in Australia over a federal government plan to "censor the internet" - and to be honest, there is a whole lot of mis-information around.
From my reading of it, they have cited "the underdeveloped nature of the breasts" as part of a broader refused classification based on the models "appearing" under 18, regardless of their actual age. That I think, is a whle other problem, but it's not as simple as banning small breasts in porn
