I've been sexually active in the past,(Always with protection) my current girlfriend never has been. I've never had any symptoms of STI's, but she's right in asking that I get tested, and won't do anything until I do so. Again, all very reasonable.
My question is, before I get tested, is it safe to perform oral on her? (Also note, I've never come into sexual fluids with my mouth before, so I'm asking purely about genitally-acquired STI's that can be transmitted via mouth-to-vagina)

We're always going to advise using barriers if partners haven't been tested: that's just the best way to reduce risks. However, given that you've never had mouth-to-genital contact before, the risks are likely low. The thing I'd be most concerned about would be something like you having oral herpes and not knowing it - many people get the virus in childhood and don't have outbreaks, but can still pass it on, and it can be transmitted from the mouth to the genitals.
Ultimately, though, it's up to you and your girlfriend to decide what level of risk you're both comfortable with, and act accordingly.
