Hi there, hithere! You can't truly know somebody's STI status until they have had a full STI screening. Even if someone has never engaged in any previous sexual activity of any kind, the risk is more LIKELY to be lower but you can't actually know until they've been tested. This is because sometimes people are unaware that they've participated in something that risks spreading STIs, and honestly... because sometimes people aren't always 100% honest about sexual history.
HOWEVER -- that's not to say that you shouldn't trust them, or that it can be dismissed if you feel sure you can trust them. Getting full STI screenings is a very important part of everyone's sexual healthcare, so no matter if you feel you've had any real risks or not, and no matter if you feel you can trust your partner or not, you should both get regular STI screenings for your own health benefits.
Just like you should get a check-up with a doctor every year, and not just when you're feeling sick, so you should have an STI screening every year after becoming sexually active, even if you feel you've had no risks Posts: 1122 | From: Ontario, Canada | Registered: Dec 2008

Also, do be aware that a person does not have to be sexually active to contract oral herpes- which can definitely be passed to another person through oral sex. 85% of people have oral herpes (if you have ever had a cold sore, you have it), and many get it as children from relatives- like mothers kissing on/near their mouths, etc.
I'm not sure if you are asking about reciprocal oral sex/whether this person was the giver or receiver- but if someone is within two weeks of an oral herpes outbreak (cold sore), it is not a good idea to receive oral sex from that person without protection. (Although ideally, you would be using protection anyway.)
