This might be a strange question, but here goes.

Everytime my boyfriend get in bed, we fool around and he gets his pre-cum everywhere. He also ejaculates on me and it causes a mess too.

We tried using a condom but after he ejaculated, it kind of slipped off because there was so much semen in it. Then that made a mess too.

Also, if a guy ejaculates in the condom, but then he gets hard again, do you have to use a second condom?

Yes, you need to use a new condom every time he gets hard.

Also, I usually keep a clean washcloth by my bed to wipe up anything - much nicer than a tissue or toilet paper.

You could keep a sheet around that you toss down over the covers so you can just fold it up when you are done and have a nice clean bed.
