Question, though - when it says oral sex, are they talking about just oral sex performed on men, or performed on both women and men?

My jaw hit the keyboard when I read that one. 250%? I'm wondering if there's a way to test for HPV in the throat? Like, during a routine STD check, could you just ask for that? Or go to a regular doc?

No, there is no clinical test for HPV in the throat. Same deal as with HPV testing in men: there is none clinically available.
Papilloma viruses essentially do one thing: cause abnormal growth of epithelium (like skin, cervices or throats). Abnormal growth ranges from warts to cancers. 'Cause it's a big family, you can get anything from cervical cancer, plantar warts, or oropharyngeal cancer.
I know we've seen this study before. I've known about it for at least 2 years. And I'm pretty sure I mentioned it eons ago.
