How come I can have my jeans on and barely touch or slide my finger across my vagina and it feels good like a sensation or something, but when I have my clothes off and I touch myself it doesnt do much...even when i touch it in the same area and the same way..???

well, different kind of touches are going to feel differently. But if you think of the way your clothes work, they work to distribute the pressure of your finger across the area, so touching yourself with and without clothes are a little different. I'm sure you could find ways in which touching yourself w/o clothes on feels good too, if that is your interest. It just takes experimenting.
