Lately I've noticed a bruising around my penis almost in a full circle about the middle of my shaft. And likewise it has been difficult achieving a hard erection. I can always get one, but never hard enough for intercourse. Is this something I can let heal on my own or should I go see a doctor? Thanks.

Bruising? No wonder you're havng trouble with erections. Blood needs to be contained in order to have an erection. Bruising means there's vessel damage, meaning blood is leaking in there.
Are you in pain? Do you recall getting any injuries? Are you particularly rough during sex or masturbation?
I think you need to see a doctor. I think something might be wrong.

I'm not in any pain at all. I'm not rough, but I do masturbate a lot. Is there anything I could do to help it heal maybe?

You should still see your doctor about the bruising. Bruising usually means injury of some sort. A doctor will be able to tell you what's going on and what what you can do about it.
