Is is true that a uncircumsized penis is a lot dirtier than a circumsized penis (since there is a skin covering it where dirt can get caught in) and more susceptible to infections?

Not really.

It is more suspectible to infection if the owner of the penis doesn't wash it. But among men who practice basic hygeine, I'm told there's no real difference.
