Is it considered sex when the gouys penis doesn't go in all the way (an inch or less)?

Penis-in-vagina sexual intercourse means simply a penis entering a vagina.

Given that there are penises in the world SHORTER than one inch long, does that mean those people can never have intercourse because that is as far in as they can get?
