The feeling of your urethra tingling or feeling like you need to pee is not uncommon, no. The clitoral sponge, a spongy piece of tissue whose top end is your clitoris, goes down through the inside of your vulva, under the skin, and wraps around your urethra along the way. When it gets swollen with blood when you are sexually aroused, it can put pressure on your urethra. This can feel tingly or like you're about to pee, sometimes.
As for whether the liquid you're experiencing is urine or ejaculate or something else entirely, you'll have to do a little exploring to find out.
-- is it slippery and slick? If so, it's probably just vaginal fluid.
-- is it watery or just barely slippery? It might be ejaculatory fluid.
-- is it clear or whitish? It might be ejaculatory fluid.
-- does it smell like urine? It probably is.
-- does it come out just as you get to the point where you feel that "release"? If so, it may be ejaculatory fluid.
I'm afraid that without actually being there, so to speak, I can't tell you with 100% accuracy what you're dealing with. But you can probably narrow it down quite a bit this way.
