If i take a 20miu pregnancy test 16 days after a risk will it be accurate?

Yes, that is sensitive enough to pick it up by then. There's always a small chance of a false negative even if you test at the right time, so the rule of thumb is to trust the negative results, but test again if your period doesn't show up in a week. :)

As im on the implanon implant i dont have periods, so is my best bet to re-test 4 weeks after the risk with a 20miu pregnancy test? will that give an accurate result?

Yes, if you want to be sure you can retest then. As well, it sounds like you're not completely comfortable with the level of protection with this method alone, so why not double methods - such as using condoms as a back-up?
