so me and my bf had sex 2ce in 4 days with no condom. the first time was the last day of my period. he never came in me so i was wondering if i was still going to get pregnant, even tho he never came in me and it was only him sticking it in and pulling it out after a few seconds and he did that a few times to tease me.

Withdrawal -- "pulling out" -- is 96% effective in perfect use (4 out of 100 women a year get pregnant that way) and 73% effective in typical use -- 27 women out of 100 each year get pregnant that way. It is, technically, a method of birth control it's just one of the two least effective ways of preventing pregnancy there is.

So, pregnancy is always a very real risk when only using withdrawal. Withdrawal also offers no protection against sexually transmitted infections, so you may have also had those risks.

How many days ago were both of these risks?

If it has been less than 120 hours since those risks, and you do want to reduce them, you can use emergency contraception. is that in your time period and something you're interested in?

Also, do you want to talk about how to prevent pregnancy much better than this, and/or negotiate sex or birth control/safer sex with your partner?

Without a full ejaculation, pregnancy is far less likely, but still possible.

In other words if he did use withdrawal perfectly -- he did not ejaculate -- there is still that 4% chance I outlined. And you being on the end of your period doesn't change that.
