Is it possible that a guy that touched his pre-cum, then 10-20 minutes later when he touched his penis to show it was dry, then with his DRY hand touched a girl with her underwear on and is a virgin, make her pregant? Does the sperm need the semen? Can the sperm swim through the girl's own wettness? Please help!

Sperm do need semen, and no, what you are describing could not create a pregnancy.

But for future reference, whether or not someone is a virgin has nothing to do with becoming pregnant.
