Getting a tattoo this young, while you're still growing lots, runs the risk of looking shitty really soon - on top of all the usual health risks, obviously.
Reputable tattoo artists -at least none that i have met, those who have more experience than me, please correct me- will not tattoo someone who is 13 or 14, parental permission or not.
Reputable tattoo and piercing artists in Canada have been demanding laws that regulate body modification, age restrictions for bod mod and how studios should be run for a good long while.
Many do not pierce under 18, even with parental permission, because they are aware these letters are often forged.
Currently, besides guidelines by Health Canada (found right here) there are no such restrictions and regulations in Canada at all.
