It's a nice surprise, if it's going to be one, to have a friend who has sexual feelings for us we share tell us they have those feelings.
It's not only no less nice than someone "surprise" starting in on some sex with us (though I confess, I'm not sure how you'd even make oral sex a surprise in the first place, it's not like we usually tend to just be hanging around between someone's naked thighs while watching a movie or anything ), but someone wanting to do something sexual with us and being clear enough to voice it, but also concerned enough about our consent to ask for it? Way beats the alternative.
So, how about just staring by talking to her and telling her that you have sexual feelings for her and asking if she shares those feelings? If she does, then your next question can be to ask if they're something she'd like to explore with you.
