Cunnilingus (oral sex on someone who had a vulva) does present STI risks. What those STIs are are outline here under 'Oral Sex': STI Risk Assessments.
However, you use can protection for cunnlingus, by placing some lube from a bottle onto the vulva, and then making a dental dam. You can do this either by cutting a unlubricated or flavoured condom down the middle and holding the edges of it on your partner's body (or with your partner holding the edges instead) so it totally covers the vulva. You can also cut up a latex glove to do the same thing - they can be bought from Boots or shops like that. However, if you can't get hold of those, Cling film works just as well in terms of STI protection, as long as it totally covers the vulva and provides a barrier between your partner's vulva and your mouth.
