When I took the pill, I understood what the instructions were telling me. However, 3 days after I took the pill, I started bleeding really heavy for about four days in July. It's about a month later and it's close to my period in about a week. The instructions said that if I don't get my expected period, I should test. Is that heavy bleeding from July my period or are the instructions talking about the period at my normall expected time?

I don't know what the manufacturer intended, but it sounds like they might have meant when you normally expect your period. That can be misleading though as taking Plan B can throw off your menstrual cycles for a few months after taking it. This means periods could be late or early, that there could be spotting between periods, and that cycles, in general, may be different.
In general, whether one takes Plan B or not, pregnancy tests can be taken 14 or more days after a risk has occurred and can be expected to be accurate at that time. So, you can test any time.
