Pre-cum will only be effective [as in to get someone pregnant] when it is WET, right? when it is DRIED off, there will be no problem, would there?

Song, yes, sperm die when they dry out.

But you wouldn't have to ask this at all if you just put a condom on the penis in question prior to whatever you're doing. even if it's not sexual intercourse.
