So I ejaculated about 5:30 PM and wiped the semen on my underwear and pants. I took a bath about 9:30 in the evening. I undressed and touched mu underwear. After that, I washed my hands for about 5 to 10 seconds and didn't dry my hands then I touched the water on the pail. I'm really scared because my underwear was still a bit damp but I was sweating but not that much. The water on the pail was a bit cold but it had chlorine. Then, a female used the bathroom and washed her vagina with the water from the pail but I know there was flowing water while I was taking a bath. Can she get pregnant from the water?

Not in a million years, no.

Pregnancy is something that happens with DIRECT genital-to-genital contact, and/or DIRECT contact between ejaculate and someone's genitals, like were you to ejaculate into or onto someone's vulva.
