Making out with anyone isn't inherently wrong. As long as both people are comfortable with it and want to be making out, then it's just fine.
As for the difference between making out and having sex, that's a tough question to answer, because "sex" includes a lot of different things and everyone has a slightly different personal definition. This might help clear things up a bit: What's Sex?
