I'd say a condom would be unnecessary for manual sex; it wouldn't really add much protection as long as the penis doesn't go anywhere near a bare vulva. What we usually suggest for manual sex is just washing one's hands before and after (mostly to prevent any kinds of infections) and making sure bare genitals don't get close to each other.
