I know that using a condom for oral sex performed on a male reduces STI risks.
If no condom is used, is it significantly riskier to swallow semen? Or is there not much of difference once your mouth is in direct contact with a penis?

There's really no practical difference per STI risks as far as swallowing or not swallowing semen goes. Once your mouth is in contact with a penis, those risks are there.
