Don't know if you'll have an answer for this, as it's a fairly specific question, but I'll give it a shot.

My boyfriend has had these bumps on his hand since I met him, and neither of us knew what they were. They look sort of like just irritated skin, I thought nothing of it.

(For reference, here is an image I found that is close to what they look like, but localized on a part of his hand. It's a really tame medical image, nothing gross I promise!)

He finally saw a doctor and they were diagnosed as warts, flat warts to be exact. They're just as contagious as the more typical warts, and can take up to a year to develop.

He's definitely used that hand to touch my genitals, my question for you is this: will I be getting these on my genital area because of this? Is this considered herpes? I understand genital warts as a STI, but I've never had to consider what this would be until now.

Warts are the HSV virus, not the herpes virus. And the kind of HSV that causes warts on the hands and feet is a totally different kind than the kind that can be sexually transmitted.

So, no, warts on the hands would not present a risk of genital warts.
