In what might not have been my best moment, my ex-boyfriend and I had sex. We used a condom, but at some point he pulled out to re-adjust and I noticed the condom has slipped about 1/3 of the way down or so. I don't know if this happened as he was pulling out, or while he was still inside of me, but does this put me at an increased risk for STIs, especially HIV?

HIV is a fluid-transmitted infection, and condom failure involves a condom slipping OFF (when we're talking about failure due to slipping), not slipping down a bit, which is common.
For sure, it sounds like you and your boyfriend might want to try a different brand or style of condom to see if you can't find one that fits him better, but chances are this didn't present any additional risks for you had there not been some slippage.

Do you both feel like you know how to look for condoms that fit a bit better in this respect?
