My boyfriend didn't have his boxers on but I had my panties on and we were dry humping with his penis flat on his stomach, we didn't really touch the head much and he didn't ejaculate, I've had a very similar pregnancy scare before. When we were done dry humping, I proceeded a hand job till he finished but we cleaned ourselves after. So there was no contact of bodily fluids, I just wanted to know if it is possible to get pregnant with dry humping with my panties on if ejaculation did not occur. I don't want to go online and scare myself for nothing .

I've read this before , but I'm not sure if I was wearing my panties and he wasn't is that considered "near the vagina"

You've made clear no fluids were shared and there was no direct genital contact. That means you don't have pregnancy risks.

But if you've been scared like this before, how about talking about condom use with him now and getting that going so you can feel more comfortable?
