Wherever you want.

You use as much or as little as feels good to you, and then you basically just slide it over your penis, adding as need be.

Well, we've talked with you, specifically, about this because you've said you are having feeling of genital soreness and rawness when you're not using it.

Really, genitals are delicate. Anything that involves them and friction tends to require some level of lubrication both to avoid injury and for things to just keep feeling good instead of turning painful.
