Condom sizes generally differ by width, not length. the length of any given condom is not only pretty close to the same, even the smallest condom per length is something that will fit over my arm, which is larger than any penis in history.
The best way to find out what condoms we like and work best is simply for the person wearing them to try them. When people are new to condoms, I generally suggest buying assortment packs to find out what's best. If your partner wants to try some larger sizes, he can find out if those feel better and fit without worrying about a failure by trying them first during his own masturbation.
Additionally, is your boyfriend putting a few drops of lube inside the condom first before he puts it on? That not only helps all condoms feel better during use, and can help keep them from breaking, it can also make putting them on more comfortable.
