I dont know the name of them but they go on the nipples and look like cups. Is it okay to use them on a penis?

I believe you're talking about cupping sets (which are actually originally from chinese medicine, and still used by plenty of acupuncturists today).

Cupping sets can be used on the penis, but you'd want to be very careful, since any sort of suction can damage delicate tissue, so if you felt any pain at all, you'd want to stop, and also never use any sort of suction device -- cups or otherwise -- for more than 20 minutes.
